Hmm what an interesting way to stop crime. It's almost as if they are saying, "STOP, because the babies are watching you." Hopefully it works although generally many people always draw over other graffiti, not sure if it's the same way in London but in NY it is very common to see beautiful art graffiti being covered up or tagged by gang signs and such.
